Japanese Consul General has been informed that

existing restrictions will not be relaxed or removed pending diplomatic consideration of points raised in Tokyo telegram No. 2048 to the Foreign Office.

32. My telegram No. 649 to you and earlier statement to

the Japanese Consul General was of course based on instructions 2in your telegram No. 571, It was not intended to remove

immediately all of the restrictions other than munitions proper but the Japanese Consul General pressed for clear statement of future policy and you will appreciate that without breach of faith it will be necessary to keep him informed of any intention to relax oz remove the restrictions.

30 This was my object in requesting instructione in my telegram No. 611 sixteen days before the end of the Burma Road Agreement.
